If an editor for that workflow is already open, it should just become active instead of spawning a duplicate.

When editing workflows, it's often easy to miss that the editor for a given workflow is already open. Duplicate editors are messy and cause frustration. Activating the existing editor is the better UX unless there's a good reason to have duplicates open - I can't think of one.
