Require that examples of composed rules are consistent with the conformance requirements #567

This came up in a CG discussion. In 1.1 we added a requirement that passed, failed, and inapplicable examples are consistent with the conformance requirements. This should also hold for the examples of an atomic rule, if that rule is used in a composite rule, otherwise this would create problems with the implementation mapping.
