Check OVON dialog events for usage in reference implementation

The first draft of the reference implementation has all arguments in the methods signature.
Check if the OVON dialog events or a decision therefore are suitable as a container.

• Appears to be a reduced version of what we have with https://w3c.github.io/voiceinteraction/voice%20interaction%20drafts/emmaJSON/emmaJSON.htm
• Some intersting aspects in it that are also considered here
• Seems to be very focused on spoken utterances and does not consider multimodal events
• Seems to be focused on traditional NLU on the way to the dialog but not back from it

Overall impression

• Useful as a basis but too limited for our use cases
• We could refer to that
