I guess it depends on what you mean by "stable" and "safe" ;)
The standing field remains fuzzily defined, and the boundaries of the definition may still evolve, see #1181 for an example of discussion that could lead to additional values being introduced.
We won't introduce breaking changes without also bumping the major version of the packages. We use the property in Reffy to skip crawling of discontinued specs, and in Webref to only curate specs that are in good standing.
