Multi Language Implementation

Now only English version of Buddy Hub is released. English-Chinese version have been done in the web application in commit https://github.com/vomyrak/WSUROP2018/commit/9a0dc809ddb5226fb1e9e5a5521e73c01619292f but it puts all language phrases in the same html template and it requires the database of the device information to contain all translation of its own name and method names, which is not ideal.
Hoping to be done by server side rendering and put translation of device and methods in a separate database.
We are not using Google translate as some of the translations are not accurate so we are hoping to have manual translation.
