PyVimeo==1.0.11
Python 3.7.7

Still error.
PyVimeo=1.1.0
urllib3 1.26.2
chardet 3.0.4
requests 2.25.0
tuspy 0.2.4

pip3 uninstall PyVimeo
followed by
pip3 install PyVimeo
fixed this issue for me. Using PyVimeo 1.1.0
