TODO: rename to TODO-vwm.txt

This is a mix of outdated and vestigial from simpler times where
vwm was the dominant use case of this repository.

Today vmon is seeing increasing use and development, and will
likely drive the libvmon/charts side of things forward.  A
subsequent commit will introduce a TODO-vmon.txt
