Dockerfile doesn't update properly

The incantantions needed to properly rebuild the Dockerfile seems to be "delete everything".

For now I'm tagging a specific commit, 24e832a

If docker build is meant to be run from a checkout of this repository it probably makes more sense to COPY the contents from the local checkout.

Otherwise the underlying issue is lack of submodule support with ADD. One workaround would be to use --keep-git-dir and then RUN git submodule update --init --recursive although unfortunately this doesn't work with podman due to containers/buildah#5916.
