What instructions are you following to get installes? https://vagrant-libvirt.github.io/vagrant-libvirt/installation.html#ubuntu--debian provides two options, distro provided vagrant, which is the recommended, or an install script helper that will take care of what is needed to install with the upstream vagrant package. |

I used this method: sudo apt-get purge vagrant-libvirt
sudo apt-mark hold vagrant-libvirt
sudo apt-get install -y qemu libvirt-daemon-system ebtables libguestfs-tools
sudo apt-get install -y vagrant ruby-fog-libvirt
vagrant plugin install vagrant-libvirt I added these commands to resolve some issues before the installation of the plugin: sudo apt install -y build-essential
sudo apt install -y autoconf automake gdb libffi-dev zlib1g-dev libssl-dev git wget
sudo apt-get install libxslt-dev libxml2-dev libvirt-dev zlib1g-dev ruby-dev
export CONFIGURE_ARGS="with-libvirt-include=/usr/include/libvirt with-libvirt-lib=/usr/lib" |
