Describe your motivation

A decomposed part for UploadHandler for easier efforts split.

Describe the solution you'd like

Add the UploadHandler interface, UploadEvent class and implementation that is based on ElementRequestHandler

and

! only handles XHR request for single file (see StreamReceiverHandler::doHandleXhrFilePost).
