Menu requires 6 <li> tags even when there aren't 6 #56

Currently the menu (desktop) requires that 6

tags are present in order for the menu to properly be left aligned. So if there are only 4 menu items, then there also need to be 2 empty

tags.

We need to correct that so that empty tags aren't necessary to properly style the page.
