Design idea for dropdown menu.

The dropdown menu seems to get lost or its just not quite engaging enough. I don't know if this idea complicates the issue or not.

Also, interacting with the menu feels disconnected. Previously we had a version that did not push the content down the page. There are pros and cons to each method. This is sort of a mix of the two ideas.
