need to add population numbers for college students that are excluded from the low income calculations so that people can replicate the math #2247

Describe the bug
In order to replicate the math that (total population - population enrolled in higher ed = population considered low income) the population enrolled in higher ed numbers should be included in the spreadsheet

To Reproduce
Steps to reproduce the behavior:

  1. Go to 'download file'
  2. Scroll down to '....'
  3. See error
