Accessing a deleted agency yields a 404 error #480

If I try to access an agency component that has been deleted I get a 404 error.

Expected Behavior

If I access an agency component that has been deleted I should be redirected to the home page with a message indicating that the component has been deleted.

Actual Behavior

I get a 404 error page.

Steps to reproduce the behavior

Remove an agency component.
Go back and try to access the deleted component.
