Creating an agency component - Submission fax shouldn't be a link #479

Fax number appears as a link on the agency component view

Expected Behavior

When viewing an agency component on dev-admin.foia.gov the "submission fax" should display as a non-link

Actual Behavior

The submission fax is a hyperlink

Steps to reproduce the behavior

Create an agency component (e.g. https://dev-admin.foia.gov/node/6591)
Include a submission fax number
View the component agency and note that the fax number displays as a link
