REQUEST SUBMISSION FORM SETTINGS field in Agency Component throw error when token is added #467

As an Administrator, in order to create Agency Component, I need to populate Default submission data (YAML) field.

Tokens are available via the form but whan a token is added and the form is submitted, an error prevents the operation from completing.

Also the instructions are incomplete and do not give the user enough information about what information the user is expected to pass

Steps to reproduce the error:

Navigate to Navigate to https://dev-admin.foia.gov/node/add/agency_component and attempt to create or edit agency component.
