Old NRC OIG reports #3

Per unitedstates/inspectors-general#277, about ten years of OIG audit reports were taken off of the NRC website, spanning ~1995-2004. We should save a copy of these, either from someone's local data folder or from archive.org.

As an interim before uploading here and/or the Internet Archive I've zipped up the 1995-2016 directories for the nrc/ scraper as they exist on my production server, and uploaded them here.

Anyone's free to download copies from it for backup, or back them up anywhere else.

So, given that this repository is already >100MB, and the NRC files are ~300MB, I'd say we should address #2 before adding these reports. 😦
