Wiki's link to GovTrack instructions is broken. #242

That page says: "Current and archival data is available from GovTrack using the rsync protocol. See the instructions." The instructions point to a 404 page. Hopefully this doesn't indicate something more than a moved page.

@Logopher thanks - GovTrack stopped providing data awhile ago, but ProPublica provides bulk downloads now at the links on that page. I've removed the references to the other former providers.

GovTrack still has some historical, archived data on bills (pre-113th Congress etc.) but I haven't gotten around to making a page to list those links yet.
