I'm creating a database to keep track of voting records for legislators past and present going back to 2014.

I can't seem to find any information on the Legislative Information System for the federal government. Plenty comes up for state governments.

Since we don't have LIS_ID for former members, I want to verify that the LIS_ID is unique to past and present senate members.

Does anyone have information on this?

@aurbina83 The LIS is a creation of the Senate, and those IDs are unique to individual senators. We only have them since the Senate began using them for publishing its vote data on the senate.gov website.
