Add DOT regional maps to the repo

Take screenshots of the maps at these urls, then rename, add them to the repo, and add a line item to the csv. Name files w/ agency, then sub agency. For example... "dot-faa.png", "dot-fhwa.png"

DOT regions:

• FHWA regions: https://www.fhwa.dot.gov/about/field.cfm - they have offices in every state, and then they have coordinating layers for federal lands management in 3 regions (federal lands being things like wildlife refuges, protected waters, national parks, forests, military bases, etc.)
