Reference Datasets

Users should be able to import reference datasets into Distil. Reference datasets could then be used by the client to help the user explore data, but could not be used to augment nor model. The user would have to specify that a dataset should be used as reference dataset on import.

A specific initial use case would be the import of a geojson dataset (or even just a simple csv file) that has points of interests. The points of interests should then be made available to the client via a new route. Once pulled from the server, the client could layer the points on the map.
