Support compressed URL at Identity Resolver

Issue Description

For some packaging there is not enough room to put a QR-Code with the full link, the routing + query can be compressed so a smaller QR-Code can be used. Can a resolver support this type of resolving. At the moment these types of URL's conflict with the current allowed schema.
