Allow sorting by latest-timestamp for workflow runs

Currently workflows are sorted by initial timestamp but this leaves a lot of pages of DRAFT statuses whilst most of the recent status changes are occurring on pages 2-3 or the workflow runs, particularly when a lot of workflows have been kicked off. 

Being able to sort by modification timestamp would be make it easier to see which workflows have recently finished, or recently started
