inconsistent time formatting on realtime page #3088

Describe the Bug

My language is set to English (UK) and my timezone to Europe/Amsterdam. Because of this I expect 24h times everywhere.

On the realtime page, the displayed values are in 12h but the tooltip is in 24h:
