It would be useful to somehow provide an indicator in the matrix cell that a rule is inherited from a lower scope. Perhaps using a corner triangle á la temporary/permanent rules indicator, or a different shade.

Example

Using Google Drive: https://drive.google.com

Default scope level: site

Ruleset:

* * * block
* * cookie block
* * frame block
* * other block
* * script block
* 1st-party * allow
* 1st-party cookie allow
* 1st-party frame allow
* 1st-party other allow
google.com 1st-party script allow
google.com gstatic.com * allow

When viewing the matrix for drive.google.com it is not possible to infer the rules 1st-party script allow and gstatic.com * allow are inherited from the scope for google.com. One must either click through scopes or go to the ruleset to understand these are inherited and have not been explicity allowed at the current scope.
