Make youtube.com issue automatically duplicate

A solution to ban invalid issue.

1. Install https://github.com/riyadhalnur/issuelabeler
2. Put the following in .github/labeler.yml

excludeLabels:
  - ongoing 
custom:
  - location: title
    keywords:
      - 'youtube'
      - 'facebook'
      - 'twitch'
    labels:
      - duplicate

3. Make .github/workflows/label-commenter.yml and put the following in it:

may close the ALL twich.tv / facebook.com issues as they are not pinned.

It only works when opening a new issue or when changing the title of an issue.

The title of the pinned YouTube has changed multiple times in the past. Giving those issue the label pinned or ongoing wil prevent them from closing.
