8.11.0 still not working with python 3.12 windows 10 #744

Issue Summary

Created a fresh install of python 3.12 on windows then used pip to install
PS C:\Users\johnf> pip --version
pip 23.2.1 from C:\Python312\Lib\site-packages\pip (python 3.12)
