Documentation update for Popover component

Overview

The UX Infrastructure team is asking for feedback on updates to the documentation for the Popover component in the Paste docs site.

Why we’re updating Popover

The Popover component was one of the first components the DSYS team created. We didn’t get a chance to provide as much thorough guidance on how to use it, and we also have seen a good amount of GitHub Discussion questions around this component that we’d like to answer.

• Leave any comments or questions you have directly in the doc, or in this discussion.

FYI: The spec contains the current content of the Popover docs with suggestions for changes and additions.
