UI doesn't reflect local backend shut down

Launch the dev phone then shut down the local backend (with ctrl-c for example). The UI doesn't indicate that this shutdown has happened so still seems like it is functional, but of course nothing works. I think we should have something in the UI that reflects that the local backend is shut down.
