Is your feature request related to a problem? Please describe.
If my private key has a passphrase associated with it, I can only pass it in the private_key_password config arg.

Describe the solution you'd like
The plugin should use the value in OCI_CLI_PASSPHRASE env var

Describe alternatives you've considered
Setting it in the config arg
