Changes:
- Upgrade stylelint from ^16.26.1 to ^17.4.0
- Upgrade stylelint-config-torchbox from ^4.0.0 to ^5.0.0

Stylelint 17 includes:
- ESM-only API (CommonJS removed)
- Standard CSS nesting support improvements
- Node.js 20.19.0+ requirement
