Packaging for homebrew

Follow-up on: #2557 (comment)

I've opened the two necessary PRs for beakerlib ¹ and tmt ². I have some doubts on how well it will work especially since they discourage running tests. Will probably have to combine with #2557 and test it as a GH action, unless there are plans for testing-farm to host mac devices?

These are still holdup by beakerlib beakerlib/beakerlib#170. Otherwise, at least smoke tests pass when I test them locally with linuxbrew.
