Users will be able to run bit snap --tag <majon|minor|path|specific-version>. It won't run the build/snap pipeline. (similar to the BUILD-ON-CI flag currently works). It'll save the future-tag data if needed. e.g. for --tag 0.0.5, it'll need to save the "0.0.5" somewhere.
on Bit CI or users CI, bit sign will look for all components that weren't built yet and build them.
If the build succeed, it'll tag them. The tag will label the current snap. It won't be on top of it.
If the build fails, it won't do any tag. This way, there are no invalid tags kept on the component which can't be removed and re-used.
