Provide "swift.play" command CodeLens

Description

As a workflow entry point for #Playground macro in the Swift extension, want to support a "swift.play" CodeLens command in the textDocument/codelens request. We will add to the list of "swift.run" and "swift.debug" CodeLens that are already returned by this request.
