Missing npm links on new libraries

It's a known issue that npm links for existing libraries need to be backfilled. However, new ones are supposed to have them. Yet I don't see the link present on some libraries that are added

I don't think it should be possible to add anything without an npm link. That should be required for everything new. It would make the most sense to have the URL submitted be an npm URL
