Is your feature request related to a problem? Please describe.
Add a kernel module to zephyr that allows for scanning a directory for deployments

Describe the solution you'd like
This kernel module should be provided an optional list of directories to scan for changes.

  1. provide --scan/-s which accepts a comma-delimited list of directories
  2. relative directories are scanned relative to $ZEPHYR_HOME
  3. upon changes, files are deployed into Zephyr
  4. default directory is ZEPHYR/deployments
