Make pip installable

What's the feature?
We should be able to make sunbeamlib the outermost layer of sunbeam to make it pip and conda installable which would be huge for adoption. It also frames future work for improving rule flexibility (configure rule inputs more precisely, allow extensions to extend extensions, etc).
