subctl operations which deploy images should support related images

What would you like to be added:

subctl operations deploying images, e.g. subctl verify or benchmark, should honour related images settings applied to the operator.

Why is this needed:

In catalog-based deployments, the operator is told which images it should deploy through “related images” settings in its environment. subctl should check for these and apply them; they are visible on the operator Deployment object.

Another idea here is to make a way for subclt to ask the operator to deploy pods, vs doing it itself. That way it would get the correct pods for free.

This will cause issues in downstream, disconnected environments.
