Some page builder, admins can not edit a page with the Billing Fields Shortcode

Describe the bug
When using Elementor, the site admin can only edit the page with the [billing-fields] shortcode if they have an active subscription.

To Reproduce
Steps to reproduce the behavior:

1. Have an Elementor page with the [pmpro_billing] shortcode.
2. Go to "Edit page with Elementor"
3. The page will not load - hangs on Loading

Expected behavior
Admins, editors, etc., should be able to open this page to edit it.

Isolating the problem (mark completed items with an [x]):

• [x ] I have deactivated other plugins and confirmed this bug occurs when only Paid Memberships Pro plugin is active.
• [ x] This bug happens with a default WordPress theme active, or Memberlite.
• [ x] I can reproduce this bug consistently using the steps above.
