Describe the bug

When I select something in a toolbar select (e.g. viewport or background), and enter/escape, focus jumps back to the start of the document instead of returning on the select trigger.

Reproduction steps

1. Kb nav to toolbar background button
2. Press ArrowDown to enter
3. Press Esc to exit
4. Press Tab, notice you're not on the toolbar any more
