https://console-openshift-console.apps.ocp3.apps.isar.coe.muc.redhat.com/

is a ocp cluster hosted via ocp-v/hcp (deployed via ACM). during the deployment the ingress controller certificate was issued as a self signed certificate. Since HSTS is enabled for the isar.coe.muc.redhat.com domain, the certificate is not usable.
