Frequent Pre Harden Runner failures on arm64 runners

We've been seeing a lot of failures in the "Pre harden runner" step with no indication of what went wrong when using Harden Runner on an arm64 Github runner. It doesn't fail on every run, just intermittently.

@tippmar-nr we log this as soon as the pre step starts and I dont see this in the failed log. So looks like it did not start the execution of the action.
