[FEATURE] Allow to run the ERROR task

Is your feature request related to a problem? Please describe.

Right now ERROR task can't be rerun from the UI or through API, but sometimes it could be not critical error (for example render was prepared, but composition failed).

Describe the solution you'd like

So API and UI should support just starting the ERROR task, since it's like in STOP state, but with errors.

Workaround:

You can change the ERROR to STOP state only by stopping the Manager service, modifying the task file on the Manager instance and restarting the Manager.
