I'm not sure yet about the source of this problem, but I know that the Terrain map uses some very old versions of the Natural Earth dataset for its labels, and it's likely that this problem will automatically fix itself if we use a more recent version of Natural Earth. Unfortunately, we don't have any timeline for when we will be able to update the data for our maps. It's certainly going to be many months or perhaps years before we do another update.
In zoom level 4, the Fiji label appears in the South Atlantic ocean around -17 S, 0 E, instead of at the right location -17 S, 180 E.
