Disabled public transport options still suggest ÖPNV routes in Dev version

Description

When public transport modes are disabled in the settings, the Dev version still suggests routes using public transport. In the Prod version, a message was displayed instead (see screenshot for reference).

Steps to Reproduce

1. Open the settings.
2. Search for a route, e.g. https://dev.stadtnavi.eu/reiseplan/Im%20Seele%2C%2071083%20Herrenberg%3A%3A48.5906164%2C8.857283/Seel%C3%A4nderplatz%2C%2071083%20Herrenberg%3A%3A48.59787125%2C8.868604125708654?time=17380756842. 3. Disable all public transport options.
3. In the Dev version, a public transport route is still suggested instead of showing a message.

• Please check whether this change was intentional or accidental.

• If unintentional, restore the previous behavior where a message is displayed instead of an ÖPNV route.
