Duplicate binary name output from version for stacks-signer

@hstove - There is a duplicate binary name output of stacks-signer --version

Seems to come from here -

stacks-core/libsigner/src/libsigner.rs

Line 85 in 2caa9bf

version_string("stacks-signer", pkg_version)

I can clean it up if you like, I wasn't sure if it was intentional...

I can just set the initial arg to an empty string
