Packer retry step does not work

When a Packer image build fails, the user is prompted with this dialog:

==> openstack.openhpc: Step "StepProvision" failed                         
==> openstack.openhpc: [c] Clean up and exit, [a] abort without cleanup, or [r] retry step (build may fail even if retry succeeds)?

In my experience, choosing retry step always leads to the image build being stuck in:

openstack.openhpc: TASK [Wait for ansible-init to finish]
openstack.openhpc: task path: /home/rocky/image-build/ansible/bootstrap.yml:12

Interesting. I used it successfully the other day. Can you provide more details about the sequence here, i.e. did you also have a cluster up, at what point in the ansible (?) did packer fail, etc?
