upgrade to 1.13.2/1.14.4

Forge has been released for 1.13.2, not sure what has changed, but when you can (no rush) could you upgrade this?

(mostly a note to myself): I did some work on a 1.14 Fabric port and ran into some issues with water movement changes that I haven't resolved. Not sure if those were made in 1.13 or 1.14.

EDIT: the water movement stuff affects 1.13 too.

@Cynosphere I noticed you made a fork with a 1.14.x-fabric branch. To possibly save you some work, I pushed the port I was working on here: https://github.com/squeek502/Squake/tree/1.14-fabric
