Prestige 1 rewards re-locked after prestiging a 2nd time.

Expected Result

When I hit prestige 2, I should keep prestige 1 unlocks.

Actual Result

I have a prestige 2 Dev account BEAR and my prestige 1 unlocks are now locked again.

Steps To Reproduce

Make dev BEAR account.
Make all quests completed (optional I think?)
Prestige once.
Keep optional keepable items like poster(s) etc
Prestige again
Go into hideout, go to hideout customization
Find "Luxury Flooring" (unlocked at prestige 1 locked again.

Currently in Server Code, we're not respecting what rewards we have already gotten from previouse prestiges. We create a blank profile and add current prestige's rewards to it.

This should be changed so we add all prestige rewards up to the current prestige to a profile.
