上传大量的大文件导致卡顿 #17

目前最大问题是上传大量的大文件，会导致卡顿，页面打不开，必须重启。
别在传文件时，另一些人可能页面都打不开
并且有时速度也会很慢。

  1. 大概是多少个多大的文件呢，我需要复现一下。
  2. 这个是应该是因为上行带宽被占满了，之后考虑加一下速率限制。

@songquanpeng 有1G多和3G多的文件，不确定是哪个造成。之前还出现了服务器网络卡死，远程都连接不上，现在只能暂时停用了
